Guatemala Participated in the IV Cumbre CELAC–UE to Strengthen Latin America–EU Relations

The IV Cumbre CELAC–UE took place in Santa Marta, Colombia, on November 9 and 10, bringing together leaders from more than 62 countries and over 200 representatives from civil society across Latin America, the Caribbean, and the European Union. The summit marks a new chapter in the bi-regional partnership, emphasizing shared values, sustainable cooperation, and digital transformation.

High-Level Meeting to Strengthen Bi-Regional Ties

According to Colombia’s Ministry of Foreign Affairs, the summit was co-chaired by Colombian President Gustavo Petro, in his role as pro tempore president of CELAC, and António Costa, President of the European Council. The European Commission was also represented by its President, Ursula von der Leyen.

This high-level encounter underscores the determination of both regions to deepen their long-standing partnership, one built on common values, interests, and robust economic, social, and cultural connections.

Defining the CELAC–EU 2025–2027 Cooperation Roadmap

During the summit, regional leaders defined the CELAC–EU Cooperation Roadmap for 2025–2027, focusing on three key priorities:

  • A just energy transition
  • Sustainable development
  • Inclusive digitalization

The event also sought to adopt the CELAC–EU Political Declaration 2025, which outlined concrete commitments in renewable energy, food security, health autonomy, and development financing. This declaration aimed to guide collaboration between both regions toward shared prosperity and resilience.

Guatemala’s Participation

Representing the President of Guatemala, Bernardo Arévalo de León, the Minister of Foreign Affairs, Carlos Ramiro Martínez Alvarado, attended the summit, reaffirming the nation’s commitment to the principles that underpin the bi-regional partnership.

Guatemala continues to strengthen its international alliances, diversify external relations, and promote a cooperation agenda that addresses global challenges, including climate change, security, and the green and digital transitions, for the benefit of its citizens.
